Why Invest in Salford? A Property Investor's Guide

A separate city from Manchester with its own council, licensing and regeneration plans. Salford's private rented sector has grown faster than almost anywhere in England, and so has its supply of new flats.

Salford sits directly across the River Irwell from Manchester city centre, but it is a separate city with its own council and its own rules. For investors, the census shows one of the fastest-growing rental markets in England. The ONS reports that Salford's population grew 15.4% between the 2011 and 2021 censuses, the largest percentage increase in the North West, and that the share of households renting privately rose from 18.8% to 26.8%, the third-largest rise of any local authority in England.

The latest data shows the other side of that growth. Salford's average rent was £1,173 a month in September 2026, up 3.1% in a year, well below the North West rise of 5.7%. The average house price was £223,000 in August 2026, down 1.7%, and flats were down 6.0%. This guide looks at both sides.

The economy and the employers

Salford City Council describes a city that is home to 11,000 businesses supporting around 159,000 jobs, and expects a further 25,000 jobs by 2040. Two employment clusters dominate the investment story:

  • New Bailey, beside Salford Central station: around 2,400 HMRC civil servants have moved into Three New Bailey, and BT moved into Four New Bailey in January 2025, housing up to 2,000 staff.
  • MediaCity at Salford Quays: home to more than 250 creative, tech and digital businesses including the BBC, ITV and dock10, with 330 new jobs welcomed in 2025 by mid-July.

Health is the other anchor. Salford Royal is part of the Northern Care Alliance NHS Foundation Trust, which employs around 20,000 staff across Salford, Oldham, Rochdale and Bury.

Universities and graduates

The University of Salford has more than 26,000 students and over 2,800 staff, and is the council's partner in the Crescent regeneration around Salford Crescent station. Salford also sits within easy reach of Manchester's Oxford Road universities, so its rental market draws on a much larger student and graduate population than its own university alone. We have not found a reliable official measure of graduate retention specific to Salford, so we do not quote one.

Transport and regeneration

Metrolink and rail

The Metrolink Eccles line serves the Quays, with stops including Exchange Quay, Salford Quays, Anchorage, Harbour City, MediaCityUK, Broadway, Langworthy, Weaste, Ladywell and Eccles. On the railway, Salford Central's £10 million overhaul was completed in October 2025, and the Office of Rail and Road authorised a new third platform, footbridge extension and lift at Salford Crescent on 2 October 2026. Network Rail says scheduled stops will follow the December 2026 timetable change. In 2024/25 Salford Crescent recorded 1,306,766 entries and exits and Salford Central 814,746.

The Crescent, Salford Central and MediaCity

The council and the University of Salford have appointed the English Cities Fund to deliver the Crescent masterplan over the next ten years and more. The developer describes a £2.5 billion city district with up to 7,000 full-time jobs, and its Crescent Innovation scheme was approved in July 2024 with 933 homes. At Salford Central, the council describes a £650 million regeneration with 11,000 new jobs. At MediaCity, plans approved in March 2024 allow for around 3,000 new homes and 800,000 sq ft of extra commercial space across 60 acres.

The rental market: who rents, and where

At the 2021 Census, 26.8% of Salford households rented privately, against 20.5% across England. The rented sector is highly concentrated in the new-build districts next to Manchester city centre:

  • Quays: 78.4% of households rented privately and 93.5% lived in purpose-built flats. This is the young professional, MediaCity and commuter market.
  • Blackfriars and Trinity: 63.3% private renting, 79.7% flats. These are city-centre apartments a short walk from Deansgate.
  • Ordsall: 44.1% private renting, a mix of flats (61.0%) and terraces (25.0%) between the Quays and the centre.
  • Weaste and Seedley, Broughton, Kersal and Broughton Park: 31% to 35% private renting in more traditional terraced and semi-detached neighbourhoods, some of which fall within selective licensing areas.

The ONS rent data shows Salford flats averaging £1,021 a month in September 2026, terraced houses £1,174 and semi-detached houses £1,319. One-bedroom homes averaged £889, three bedrooms £1,291 and four or more £1,774.

The divergence between houses and flats is the key fact. Semi-detached prices stayed around the same over the year while flats fell 6.0%, and Salford rents grew at roughly half the North West rate. For a new-build flat, the price you can resell at and the rent you can achieve against competing blocks matter more than the area's long-term growth story. The risks worth checking

Supply

Salford City Council reports that 20,344 new homes were built in the city in the past decade, including 2,759 in 2024/25 and 1,889 in 2025/26, and its vision is for 40,000 new homes by 2040. That pipeline supports the regeneration case but adds competition for every existing flat. Ask how many units in the same building and the next block are currently listed to let and for sale.

Local licensing

  • Selective licensing: Eccles, Barton and Winton from 1 September 2022 to 1 September 2027; Broughton, Kersal and Broughton Park from 21 January 2026 to 21 January 2031. The fee is a one-off £609, or £390 for accredited landlords.
  • Section 257 HMO licensing: a citywide scheme for buildings converted into flats will run from 24 November 2026 to 24 November 2031.
  • Additional HMO licensing: the scheme for three and four person HMOs ended on 19 July 2026 and cannot be renewed; the council has said a full review will follow.

HMOs and planning

Article 4 directions, the latest in force since 17 November 2024, mean converting a family house into a small HMO needs planning permission across almost all of Salford. Conversion remains permitted development only in Boothstown and Ellenbrook, Cadishead and Lower Irlam, and Higher Irlam and Peel Green. See our HMO investing guide.

Service charges, leases and regulation

Most rented stock here is in apartment blocks, so service charges, the reserve fund, ground rent and building safety remediation need checking before exchange. In England the Renters' Rights Act changes in force since 1 May 2026 end Section 21 evictions and limit rent increases to once a year; see our Renters' Rights Act guide.

Stamp duty on a Salford purchase

Salford purchases pay Stamp Duty Land Tax at England rates: 0% up to £125,000 and 2% from £125,001 to £250,000 at standard rates, with a 5% addition on each band for most additional residential purchases and a further 2% for most non-UK residents. Use our stamp duty calculator.

Salford property: common questions.

Is Salford part of Manchester?

No. Salford is a separate city with its own council, within Greater Manchester. That matters for investors because licensing schemes, planning rules such as Article 4 directions and council tax are set by Salford City Council, not Manchester City Council.

What is the average rent in Salford?

The ONS Price Index of Private Rents puts the average private rent in Salford at £1,173 a month in September 2026, up 3.1% on a year earlier, against a North West rise of 5.7%. Flats averaged £1,021 and two-bedroom homes £1,086.

Why did Salford flat prices fall?

The UK House Price Index shows the average Salford flat price down 6.0% to £151,000 in the year to August 2026. The index does not give reasons, but Salford has built a very large number of new homes, much of it flats around the Quays and the city centre, so buyers have more choice. Price the specific building against recent resales, not launch prices.

Do I need a landlord licence in Salford?

In some areas. Selective licensing covers Eccles, Barton and Winton until 1 September 2027 and Broughton, Kersal and Broughton Park from 21 January 2026 to 21 January 2031. A citywide licensing scheme for Section 257 HMOs, certain buildings converted into self-contained flats, starts on 24 November 2026. Check the address with Salford City Council.

What is happening at MediaCity?

MediaCity is home to more than 250 creative, tech and digital businesses including the BBC, ITV and dock10. Plans approved in 2024 allow for around 3,000 new homes and around 800,000 sq ft of additional commercial space across 60 acres.
